P3 Solutions, LLC, is a Woman-Owned Small Business. Established in 2003, we provide business and management consulting services to clients worldwide.
P3 started as a capture & proposal shop. That is still a key part of what we do: helping companies win business. In 2007, we found that government agencies could also benefit from our expertise. Since then, we’ve provided business process consulting and training to government and commercial clients. Our senior advisors have guided government partners in their acquisition procedures.
Our consultants have helped bring organizational transformation to forward-looking customers.

CEO, Co-founder, and Visionary
Rafif brings 20+ years of capture, proposal, and business experience. For much of the last decade, she has championed women’s equality and empowerment as part of her social and political activism, in addition to her P3 work. Rafif served in a very public role while supporting the Syrian Uprising. That experience helped refine her capabilities as a communicator and writer. Now she uses this expertise to help organizations promote diversity, resolve change management challenges, and improve communications.
President, Co-founder, and Problem Solver
Wayne brings 20+ years of technical and program management experience. His long record of service to government agencies makes him an expert in flexible, scalable technical solutions – from cybersecurity to business process improvement. Wayne is also a pricing guru, and clients routinely call on him to help develop winning strategies. His recovery from his near-death experience (caused by heart disease) has given him a renewed appreciation of life, the medical community, and deadly illnesses. He regularly participates in charity rides, raising funds and awareness for Tour de Cure (Diabetes) and Bike MS (Multiple Sclerosis).
